Bug 138837 – sys-apps/portage-2.1.1_pre2-r1 builds twice during update

Updating portage from 2.1.1_pre2 to 2.1.1_pre2-r1 as part of an emerge -u world, portage built separately and resumed the merge as normal. However, it was still included in the list of packages in the resumed emerge and built a second time. This time it did not restart the emerge -- the remaining packages built without a problem. This behavior doesn't seem to cause any problems, but it doesn't seem  to be correct either.
