With ROOT set to a place other than "/", users, groups and cracklib file aren't created inside $ROOT after a emerge system -ave.

This happens with normal and binary packages installations to $ROOT.


Reproducible: Always

Steps to Reproduce:
1.ROOT=/TEST emerge avahi cracklib
2.
3.

Actual Results:  
No users/groups exist, nor the cracklib file

Expected Results:  
All binary files of the package and the emerge time created users and groups should be inside $ROOT.
